Orissa Chief Minister Naveen Patnaik said due to financial constraints, tourism potential of the state has not yet been fully exploited. He called for private sector participation to augment the requirements of the tourism sector and cited lack of adequate air connectivity that has proved to be a major discouraging factor but said the civil aviation ministry had taken up the matter.
