SACRAMENTO, CALIFORNIA, January 20, 2006: According to this article in the Sacramento Bee, a bill will be introduced to the California state legislature next week which would make it a misdemeanor for parents to spank, slap, smack, whack or kick a child younger than 4. The offenses could be punished by a year in jail or a fine up to $1,000. If this bill is passed, California would be the first state to explicitly ban such treatment of children younger than 4. Ten European countries have such laws.
