The bombs had been planted in the walls of a temple of the Swaminarayan sect in the communally sensitive Vatva neighborhood. &#8220;The bombs were improvised explosive devices and of low intensity. They could not have blown up the temple, but could have killed many devotees,&#8221; a senior police officer said.
