Florida residents, Chola and Leila Persaud had been slapped a notice of violation by the association in December 2003, asking them to remove the tricolored flag or face a fine of $100 a day. &#8220;Our argument is it is still a First Amendment violation. Why should we be asked to keep the flag hidden?
